Tokyo in March
When to go
Late March is when the Japan Meteorological Agency's normal first-bloom date for Tokyo's cherry blossoms falls, though any single year can come earlier or later, so check the agency's current bloom information closer to your trip. The WMO normals show a cool month with a clear gap between daytime highs and overnight lows, so plan for layers. The Cabinet Office's holiday list includes the spring equinox holiday and a further holiday that follows it, and GO TOKYO says public holidays bring crowds to popular sights and congestion on roads and public transport, so check your dates against both.

- GO TOKYO says IC cards can be used on many major rail and bus services in the metropolitan area, and that Welcome Suica and TOURIST PASMO, for short-term foreign visitors, do not require a deposit but can only be used for 28 days. (www.gotokyo.org, checked )
Flights
Both Haneda and Narita connect to the city by rail: the Haneda terminal website says the airport is directly connected to the Keikyu Line and the Tokyo Monorail Line and gives estimated times to major stations, while Narita's operator lists rail access by the Narita Sky Access, Keisei and JR lines. Compare those routes when you look at flights, and check the airlines directly for current schedules. For entry, the Japan National Tourism Organization says a valid passport is required and that holders of some countries' passports need no visa for short tourism stays, so confirm what applies to yours on the State Department's page for Japan, and note that Japan Customs recommends declaring through Visit Japan Web.
