The national weather institute's July normals, listed in the facts, include both rainfall and a count of hot days, which is worth comparing with how much of your trip is outdoors.

Metro de Lisboa places its Aeroporto station in the airport building at the Arrivals Zone, so the Metro is one option to compare for the first leg into the city. The EU's official travel site says the Entry/Exit System is fully operational and that ETIAS is not yet in operation, so check that page again before you fly. For the rules that apply to your passport, see the State Department's page for Portugal, and check the airlines directly for current flight and route information.

Where to stay
If the festival is on your list, compare stays by how easily you can reach Algés station on the Cascais line, the route Visit Lisboa gives. Otherwise weigh walking distance to a Metro station, since the Metro's published hours run past midnight. Check how the city's municipal tourist tax on overnight stays applies to your group, their ages and your number of nights before you decide.
